Neighbors create memorial for murder victim

DUBUQUE – The Dubuque community is searching for ways to cope after a woman was murdered and raped in downtown Dubuque.

Nancy Krapfl, 66, of Dubuque, was attacked by Helmon Betwell, 19, also of Dubuque, on West 17th Street Tuesday, September first.

Once the victim’s identity was released, the neighborhood started a memorial to remember Krapfl.

Concerned neighbor Leonard Foulk said he was shocked when he heard about the incident and that the neighbors just want to keep their neighborhood safe.

“We want to keep our neighborhood safe because of all the little kids we have, I mean it just could’ve happened to any one of our kids.”

Neighbors also started a fund to help Krapfl’s family pay for funeral costs.

Foulk and other neighbors plan to present the family with a check and items from the memorial.
